SVU Referee Program Overview

Become a Part of a Strong Community. SVU is committed to producing the best product possible when it comes to youth soccer, which also includes our referees. The SVU Referee Program provides referees for the Recreation and Travel programs. Our referees are certified through the United States Soccer Federation and are part of the Metro DC-Virginia State Referee Program.

Steps to become a Referee:

  1. Register for a training course at
  2. Take the course.
  3. Pass the course.
  4. Give contact and referee info to Referee Assignor (see contact info above).
    • Full Name

    • Referee Grade Level
    • Birthdate
  5. Complete and submit W9.
  6. Complete and submit Referee Agreement.
  7. Register on
  8. Receive a confirmation email from
  9. Wait for assignment.
  10. Confirm assignment.

Uniform & Equipment

Official Sports is the official supplier of U.S. Soccer Referee uniforms and equipment. All referees are required to have the following items:
  • U.S. Soccer Referee jersey (GREEN is the SVU referee primary jersey color)
    • Purchasing additional jersey colors is recommended, but not required
  • U.S. Soccer Referee shorts (or solid black shorts)
  • U.S. Soccer Referee socks (or solid black soccer socks)
  • Black running shoes or soccer cleats (colored shoes/cleats should not be worn)
  • Watch (with timer and/or stopwatch capability)
  • Whistle
  • Yellow and Red card
  • Flags
Official Sports sells "Starter Kits" (seen below) which include many of the required items. All SVU referees must wear the required GREEN referee jersey. They also sell each item individually (and much more) on their website.

Certification and Recertification

All of our referees are certified through the United States Soccer Federation and are part of the Metro DC-Virginia State Referee Program. You must be at least 13 years old to be a referee in the state of Virginia.

New Referees

Anyone interested in becoming a referee must take a course taught by a U.S. Soccer-certified Instructor. New referees should register for a Grade 8 or 9 course.* Courses are offered throughout the year in locations around the Shenandoah Valley and across the state. Certification is good for one calendar year (January - December).

*Most new referees are Grade 8. Grade 9 referees are only authorized to be a Referee on recreational youth games U14 and younger and an Assistant Referee on any game U14 and younger.

Returning Referees

If you have already been certified as a referee, you do not need to retake a New Referee course. Instead, you must take a Recertification course each year. Courses are offered throughout the year in locations around the Shenandoah Valley and across the state. Certification is good for one calendar year (January - December).
